I. MAIN PURPOSE OF THE POSITION Working as part of the bSAS Special Populations Services Team, the Special Populations Services Addiction Counselor will assist in the provision of a comprehensive continuum of substance abuse treatment and outreach services to homeless individuals and other special populations in their communities and other places where the client may frequent. Within the guidelines put forth by the Maryland State COMAR Regulations, counselor will provide triage, assessment services, formulate treatment plans, provide individual and group counseling, collect urine specimens, and make referrals to treatment programs and follow-up to determine whether connections have been made. The addiction counselor will make referrals to other adjunct agencies as indicated by the assessment of clients’ needs. The position will also act as a liaison between bSAS and other agencies interaction with special populations. II. MINIMUM QUALIFICATIONS (Education, Experience and Licensure) Possession of Bachelor’s Degree in Social Work, Human Service, Psychology or related field and five years of professional experience in substance abuse treatment and experience working with special populations (i.e. homeless substance abusers, mentally ill, women and children, etc.), must be licensed by the Maryland Board of Professional Counselors or other specified Health Occupations Act. Acceptable certifications/licensures include: · Certified Professional Counselor – Alcohol and Drug (CPC-AD), or · Certified Associate Counselor – Alcohol and Drug (CAC-AD), or · Certified Supervised Counselor – Alcohol and Drug (CSC-AD) III. MAJOR DUTIES AND RESPONSIBILITIES: 1. Assist in the development, implementation and provision of substance abuse treatment services for drug affected/dependent persons and their families. 2. Provision of addiction services at various homeless shelters and other locations where special populations are identified in Baltimore City. 3. Serve as liaison between bSAS, substance abuse treatment providers, Hands In Partnership (HIP) and other agencies providing services to the homeless and special populations. 4. Maintain relevant statistical data; prepare progress reports and other correspondence as needed. 5. Provide regularly scheduled shelter based groups focused on orientation; alcohol and drug education; group counseling; family counseling; and gender specific groups. 6. Provide outreach services to Baltimore City residents. Outreach services will include: engaging homeless and other special populations on the street; at soup kitchens; at homeless encampments and other areas designated by the Mayor of Baltimore, the Baltimore City Health Department, the Office of Homeless Service and bSAS as areas in need of outreach services. 7. Position provides substance abuse treatment/outreach services on a flexible work schedule to include days, evening and weekends. 8. Provide technical assistance to community organizations. 9. Evaluate project activities to determine effectiveness and to achievement of goals. 10. Perform related work as required. IV. SPECIAL REQUIREMENTS OR CONDITIONS: • Extensive knowledge of substance abuse problems and treatment issues. • Knowledge of principles and practices of program administration, design and management. • Ability to work effectively with community organizations, community leaders, service providers and consumers. • Excellent written and verbal communication skills. • Willingness to provide services in emergency situations and at special events.
