Baltimore City will be seen as a national leader in the development of high quality, innovative and, cost-effective public mental health services. Services will be designed to meet the needs of the community, based on input received during ongoing planning processes. Baltimore Mental Health Systems, Inc. (BMHS) will be viewed as a model for other local mental health authorities throughout the country because of effective leadership in the community, efficient management of costs, and a comprehensive data-driven quality management program.

Pay Maryland Health Partners to reimburse providers.

Perform quality improvement including program and fiscal monitoring.

Perform monitoring, evaluation and identifying ongoing opportunities.

Develop and implement a comprehensive quality improvement program that addresses the needs of external and internal operations.

Provide grants for non-fee generating services and special projects.

Review and recommend approval of applications of new providers that operate under COMAR regulations.

Review, manage and utilize data from Maryland Health Partners.

Handle complaints, grievances and appeals.

Provide technical assistance.

Collaborate with outside agencies for service and fiscal coordination.

Planning and needs assessment.

Housing development through Community Housing Associates.

Develop models for service and system enhancements.

Direct system by establishing initiatives including demonstration projects for special population groups.

Collaborate with the Mental Hygiene Administration to manage aggregate funds.

Ensure continuity of care.

Facilitate and encourage research opportunities.

Provide and coordinate educational and training opportunities for consumers,families and providers.

Have a clear and consistent procurement policy.
